From a wealth of material such as anime like Samurai Deeper Kyo, Samurai 7, Rurouni Kenshin, and Bleach and games like Soul Calibur, Fate/Stay Night, Final Fantasy, and Dynasty Warriors, Japan produces a lot of media with some awesome sword wielders. Who're your top 10?
This little guy has proven that having a small sword doesn't matter, as long as you know how to use it. Bad humor, I know. Plus, have you seen his moves in Soul Calibur 2 for the Gamecube?
8) "Future" Trunks (Dragonball Z)
Again, like Link, he sticks with me from when I was younger. He's the Superman of Swordsmanship. Literally. Killing an amped up Frieza and his father, King Cold, is nothing to scoff, considering the chaos of both of their past reigns. On a side note, might I add that the HD remastered DBZ stuff looks really nice.)
8) Vicious (Cowboy Bebop)
This guy doesn't need a gun, in a future reality where it is the way of the gun.
7) Sephiroth (Final Fantasy VII)
Being able to take on Cloud Strife, the master of many swords that are unreasonably large, he holds his own. Now most would lean towards Sephiroth being more badass, but Cloud has proven time and again that he is the superior. Plus, Sephiroth, while being quite good with his sword play, usually relies on other abilities a lot of the times.
6) Samanosuke Akechi (Onimusha series. Especially when he's possessed by the Ogre Clan.)
5) Cloud Strife (Final Fantasy VII.)
He's the epitome of the swordsman archetype when it comes to the FF series.
4) D (Vampire Hunter D.)
This dunpeal knows how to use his crazy-long sword to eviscerate the oppositiion.
3) Dante (Devil May Cry)
Being able to play as this badass really made him more accessable and understanding of why he rocks as a swordsman.
2) Samurai Jack (This'll seem lame, but he counts as American-anime, to me.)
There is nothing his skill and mystical sword can't vanquish.
1) Twilight Suzuka
Seeing the level of her skills is just beyond me. We always see these insane swordplay displays, but they are always a standard level from her. Like Standard Hein (spelling?) #1. Yeesh! If that's her standar whatever number one, I'd hate to see the good stuff.

Samurai Jack is NOT anime. It is made by Genndy Tartakovsky, and he's very Jewish. He also did Dexter's Laboratory and the first series of the Star Wars Clone Wars. Just because it's about a samurai doesn't mean it's anime. Anime has to be made in Japan to be anime.

See, I thought people'd think I thought that, but if you look at the series, it has a very anime-esque stylization of the artistry that sets it apart from some of his other stuff, like PPG and Dexter's Laboratory. Anime, I believe, has transcended something as silly as origin of creation.
Just did some searching. Many of Tartakovsky's styles came from Toei Animation Co., Ltd. So , still adheres to your thing...y.

Dont forget Voltron guys. That robot has slain many a beast with the might of his blade. Yeah when I was initially reading I was thinking of Zolo as one of the top 10 for sure. I would have to mention most of the characters from Samari Showdown as well, man was that a great game series.
