how long until you get shot doing this?

So this umbrella uses a funnel design to move water down the shaft into a water gun. It says as long as there is constant rain you will never run out of water to shoot someone with. But um would anyone actually use this in public? I mean all it would take is to forget which umbrella you have and walk into a bank, or horor, pass a cop. Next you know it you will be getting shot at....

Uh... a few seconds? It's illegal to sell toy guns in NYC now so something like this is just stupid.
