Actually, that's from Superfriends #11: 'The Fury of the Super-Foes', where a number of villains took on teenaged sidekicks. There was Poison Ivy/Honeysuckle, Penguin/Chick, Toyman/Toyboy, Cheetah/Kitten, and Human Flying Fish/Sardine. The thought on the part of the villains was that the Superfriends succeeded because of the presence of Robin, Wendy, and Marvin on the team. They were ultimately defeated when it turned out that most of the teen criminals were actually good kids at heart and betrayed their mentors.
