He isn't much of a draw outside of work rate fans but he is a big name from the last 10 years and he would give any new promotion a great deal of credibility based on in-ring product alone and that's a great building block to have.
We should all pick a full roster. Not a "dream" roster, but one based in reality right now. Cap it at 30 or 35? I think that's a good number of wrestlers to run a promotion with.
