Do survivor series teams count?

It's hard to make any top ten list without first setting some guidelines. Based just on dominance, cohesiveness, and success in other territories...the top three tag teams would be Road Warriors/LOD, the Steiner Brothers, and the Brainbusters/Horsemen combo of Blanchard and Anderson. According to the WWE, anyone who stepped foot in a WWE/F ring could be considered, so I'd add the Rock and Roll Express in at number four. Rounding out number five would be the Fabulous Freebirds.

How about Harlem Heat or the Steiner Brothers or The Outsiders?? Or are we not doing pre-WCW buyout??
