I think the quotes almost certainly indicate it's not Bruce. What's more I think it's a big tip of the hat to the readers because I doubt it was said in an ironic way to the characters involved (which is another way you'd use quotes).

Yeah I looked back and I saw that Nekron says "Bruce Wayne" back to rest. Sure seems like he's implying its not really Bruce...

I'm not sure why seeing his name in quotes is causing a bit of backlash. To me, it's adding to the mystery of what exactly is going on with that skull and what really happened to Bruce. And it may have nothing at all to do with the Omega Sanction. I find it very exciting and intriguing.
